Jeannette Launer manages her solo legal practice in Portland, Oregon to serve the needs of both public and private clients seeking real estate and business development opportunities using urban renewal and tax increment financing.
Jeannette is known as the statewide legal expert in urban renewal matters. She has assisted over twenty urban renewal agencies to establish urban renewal districts, draft and adopt their urban renewal plans, and to amend existing urban renewal strategies and implementation practices to enhance redevelopment opportunities. Jeannette regularly appears before and advises local government bodies as to redevelopment strategies and potential. For over fifteen years, Jeannette has been the attorney consultant for the Association of Oregon Redevelopment Agencies, drafting legislation and lobbying for the retention and improvement of tax increment financing as a local tool for economic development.
Jeannette has the skills and experience to draft and negotiate the public/private partnership agreements necessary to implement redevelopment activities, especially focusing on the use of tax increment financing to leverage private investment.
